
Priority is given to the protection of large forest tracts and natural areas, which are habitats for wildlife and biodiversity, as the first priority. The next level of importance is given to critically important and threatened species. Decisions made in the course of work must be based on comprehensive academic principles. If impacts cannot be avoided, there must be practical and acceptable mitigation measures. Furthermore, it is appropriate to maintain existing natural ecosystems in their entirety (including their processes), and to implement the restoration of habitats and biodiversity when necessary and feasible.
